To find out what a DC voltage regulator is, you should first know what DC is.  When discussing a DC voltage regulator, DC is  the unidirectional flow of electric charge.    DC stands for direct current.  The electric  charges in a DC voltage regulator will flow in a constant direction.  This distinguishes it from AC current.  Some forms of DC that are produced by a DC voltage regulator have very little variations in voltage but can still have variations in the output power and the current.
