The automatic voltage regulator can be designed for single phase or three phase AC applications.  When three phase is needed, they will take three single phase voltage regulators and stack them on top of each other which will provide enough voltage regulation for three phase.  It is possible for the three phase automatic voltage regulator to regulate all three phases together or it can regulate each of the phases separately.  If the three phase power has variances in the voltage levels, a three phase automatic voltage regulator would not work.  When you have levels that fluctuate like this, you would more than likely start receiving unsatisfactory results in your voltage levels.  It is better to do independent phase regulation if this is the case.
